Under Wisconsin's Comprehensive Planning Legislation, beginning on January 1, 2010 any program or action of a local governmental unit that affects land use shall be consistent with that unit's comprehensive plan.

In May of 2007, the Three Lakes Town Board initiated a call for citizen volunteers to create a Three Lakes Community Planning Committee. The official name for the committee was changed by volunteers to Town Action Group, or TAG, to reflect the need for not only long-range planning but also to initiate short-term improvements identified during the planning process.

In accordance with the statute, TAG moderated two public forums in 2007 to solicit input from citizens of the community to identify important pre-existing assets and to suggest improvements to make Three Lakes an even better place to live. From input received at the forums, a vision was developed to guide TAG during the planning process. In 2008, TAG distributed two surveys to the entire community: 1) an economic development survey sent to every business in the Township, and 2) a residential/housing survey mailed to every land owner in the Township. The results of these surveys ensure that the input, opinions, needs and wants of all the private citizens and business owners of Three Lakes are included in the recommendations ultimately made in the strategic plan. A Mid-Course Review was conducted in November. In 2009, an additional two forums were held - a Cognitive Mapping Exercise and another Global Overview.

During the time it was a chartered Town committee, TAG was overseen by a 5-member officer group. The organizational structure of TAG reflected the nine required elements of the plan. TAG's work was to identify those initiatives needed to chart the future of Three Lakes and make our community an even better place to live now and for decades to come. The work of TAG is now completed. TAG was decommissioned as a Town committee on January 5, 2010. The work of TAG has now been taken over by the Town of Three Lakes Plan Commission, formed in November, 2009.
